FPS boosting tweaks for Dishonored 2 in a low end computer

Dishonored 2 can be a bit of a performance disaster on any gaming PC, budget, laptop or low end. Here are a couple of tweaks to disable some extra effects to make it a bit better.

Launch commands: +cvaradd r_skippostprocess 1 +cvaradd r_skipfog 1
